UXO Lao Accomplishments from 1 January 1996 to 31 December 2016

Mine Risk Education task: Conducted UXO Risk Education activities in 11,992 villages, reaching around 3,186,125 people (including 1,331,764 children).
 

Non-Technical Survey task: Conducted 22,803 survey tasks, collecting information and mapping out UXO in 3,784 villages

 

Roving task: Conducted 29,386 roving tasks, removed or destroyed UXO found on the surface in 3,918 villages

Clearance task: Cleared over 34,686.1550 hectares of land, including 29,308.6360 hectares for agriculture and 5,377.5190 hectares for other development projects (4,753,716 benefitciaries).


Confirmed Hazardous Areas (CHA) clearance task: Cleared 13,561.9930 hectares, including 12,701.9080 hectares for agriculture and 860.0850 hectares for other development purposes.


Total UXO found
(through survey task): 177,080 items (including 2,555 big bombs, 91,023 bombies, 860 mines, and 82,642 other UXO)


Total UXO removed or destroyed
(through roving / clearance task): 1,451,074 items (including 6,471 big bombs, 673,045 bombies, 6,868 mines, and 1,065,571 other UXO)

UXO Lao and United Nations Development Programme (UNDP)

 

United Nations Development Programme (UNDP) provides program oversight and program assurance, both substantive and financial, through its own UXO Unit as well as through the provision of the Senior Technical Advisor, the Programme Technical Advisor, and a field based EOD Technical Advisor. It raises funds for UXO Lao and manages such funds through cost-sharing agreements. Funds channelled through UNDP follow UNDP’s rules and regulations. In addition, UNDP assists UXO Lao in the following key management functions:

 

1. Quarterly financial monitoring of the project, both in terms of progress of activities and expenditures and of conformity of activities with stated mandate and work plans;

2. Contracting for yearly external financial and management audits of UXO Lao, with full reporting to donors and other stakeholders, thereby confirming full accountability and transparency of UXO Lao accounts and practices;

3. Provision of a coordination mechanism for donors, and between donors and the Government of Lao PDR, in order to ensure that support to  the UXO programme is channelled as and where it is put to best use for the ends of the programme; and

4. Procurement needs of UXO Lao.

UXO Lao and the National Regulatory Authority for UXO/Mine Action Sector in Lao PDR (NRA)

 

The Lao Government established the National Regulatory Authority for UXO/Mine Action Sector in Lao PDR (NRA) in 2004 along with the adoption of the National Strategic Plan for the UXO sector. The NRA is responsible for the coordination and regulation of the UXO/mine action sector in the country, including the planning, tasking and monitoring of all UXO/mine action activities in the country. UXO Lao actively takes part in different Technical Working Groups (TWGs) organized by the NRA aimed at coordinating and planning all clearance, community awareness, and victim assistance activities, as well as sharing best practices and experiences.

Support to Development Agencies

UXO LAO: SUPPORT TO DEVELOPMENT AGENCIES

Development agencies receive support and priority if they submit requests for clearance to the provincial authorities before the annual work planning takes place.  This takes place around July of every year.

 

The activities of UXO Lao contribute not only to saving lives but also to increasing the social-economic opportunities for some of the poorest districts. Regression analysis in the Lao PDR Poverty Assessment Report in 2003 confirms that both the initial level of UXO contamination as well as the progress in UXO clearance accounts for changes in poverty from 1997/8 to 2002/3. Extending the district-level regressions, per capita consumption tended to increase slower in areas with high UXO contamination, and faster in areas with UXO clearance programs.

 

UXO Lao enables UXO impacted villagers improved and equitable access to land, markets and social and economic services, environmentally sustainable utilization of natural resources. UXO clearance ultimately leads to enhancing the livelihoods of poor, vulnerable, and food insecure populations through sustainable development within the Millennium Development Goals Framework by 2011.

Work Planning

UXO LAO: WORK PLANNING

The development of the UXO Lao annual work plan begins at the village level. Villagers discuss among themselves and identify priority families (factors include family size, income, capacity to farm the land, amount of land available, among others.) District planning authorities receive the final villages’ requests and evaluate them in accordance with the ability of the district to support such activities as well as if they fall within the district’s development plans and priorities. District authorities submit their final list to provincial planning authorities. The authorities then evaluate the requests according to the provincial development plans and priorities, taking into consideration the capacity of UXO Lao.

 

Development agencies receive support and priority if they submit requests for clearance to the provincial authorities before the annual work planning takes place.

 

With a final list, UXO Lao classifies requests as either a roving, survey, area clearance, or an ETS task. UXO Lao then schedules the tasks according to village, district, and wet or dry season. The National Committee for Rural Development and Poverty Eradication approves all the provincial work plans with the endorsement by UNDP and UXO Lao’s donors.
